Keith , seems like a fair amount of scratches from the #8 post position , is there any specific rules governing scratches from an outer post ?

Horses entered to race less than seven days off a sick scratch from post seven or eight may be assigned to outside posts (that is a track rule, not a state rule). If a vet signs the slip, there isn;t much that can be done.
