I noticed on the USTA site for rulings, one trainer was fined $200 for failure to honor a declaration. Is this when a trainer has a horse in a claiming race and someone claims it but the trainer refuses to give up the horse?
If that is the case, does paying the $200 find cancel out the claim and the trainer can keep his horse?

My understanding is that in Ohio, it woudl invalidate the claim, but the horse is subject to be claimed for the same pricce in his next start, regardless of the class in which he is entered. In some states, if a horse is scratched the claimant has an option to not take the horse or to take the horse.
