Everyone talks about needing slots to fix racing. Why don't we fix things that can be fixed within racing, such as recalls.
Betting on a horse that that breaks and is more then an 1/8th of a mile behind the gate and losing on it is outright stupid. It as if I bet on a football game and one of the teams didnt show up.
I am not saying that their should be a recall per say, but how about a refunding of the money? I am not talking about this from any other stand point then from a betting stand point. Great way to chase away new people.

Great way to chase away new people. Talk to the state racing commission...they are the ones who eliminated the recall pole. The rule is simple--there is no refund for a breaking horse. Is it a bad rule? Duh. Try getting the commission to change it.

Why don't you talk to the commission?? I'm sure coming from the track end it would make more impact. Then maybe the drivers would't break the favs all the time.

I have discudded numerous rules changes with the OSRC-- most notably the claim announcing rule. If enough patrons complain, they will have no choice but to discuss it.

As far as recalls- it is not only the Ohio racing commission rules that read that way - it is also the USTA.
If not mistaken the positions the members and the Chairman of the Commission are appointed by the Governor of OHIO. Which the last several have made it loud and clear how the feel about gambling and horse racing in general.
As far as rules and regulations go they IMO turn a deaf ear on the tracks and horseman in general with the attitude that they are doing what is best for the voters and gamblers - and horseman's complaints are just that complaints.
In business the only way to stay competitive is to continually change over time - but when you have to deal with bureaucracy as in the government it has become impossible.
The problems with racing in OH is that our state government refuses to modernize with the times - change some of the rules that give the sport a bad perception, change the structure of the takeout.
This can be a long topic of discussion - but unless the public itself inundates the commission and the Governor with letters and phone calls - change will not happen.
Can't expand gambling - but we can have Keno in the bars- your tax dollars at work

OK I'm going to jump in here this is probably going to get heated. I agree with Jay 100% let me expand on this.
Anyone who can write something here surely can write the governor or their state representatives in almost the same amount of time with a word processor. What will it cost you a few stamps? If you are passionate about the issue DO IT!!!! To complain to the Giss isn't going to change anything he's only one person. If 100 letters were mailed there would be action taken trust me it's the only time government responds.
Broadbrush didn't believe me on this when I told him to go see all his state representatives and bingo the problem was solved in days. I once took on the electric company through government (my assemblyman) and i cost the ba**ards almost a quarter million dollars over ten years ago. I still have all the correspondence because I'm extremely proud of what I did and accomplished.
If I lived in Ohio I would have gotten off my butt to write the appropriate channels. I suggest the people who complained here to do the same and encourage their friends and family to follow their lead.
I just wrote to the Meadowlands about the simulcasting at the bar (letter is posted here) and got results. Proof is in the pudding.

I complained about the no recall rule at Batavia Downs to the judge, guess what I got ? It is for the benefit of the rest of the horses not to recall. So why can't the breaking horse be declared a non starter returned to the paddock and the money refunded ? I cannot tell you how many tickets I have tossed over the years due to this. Seems like it's always the chalk in a trot race that doesn't normally break, should win for fun, that doesn't make it to the gate. There has to be a better way, maybe fine the trainer and driver, might not be as many breakers. As far as them discussing it, don't mean they will do anything about it, no matter how much the fans (the few that are left) complain.
